There are programs out there that will do all the HTML coding for you. For example, 1st Page 2000 (http://www.evrsoft.com/). There are so many out there, that's just one that came to mind.

Or you could always sign up at Geocities or a site like that, and you'll be assigned a template. I think you'll have to allow ads on your site too.

There is alternatives, but if you want a good website HTML/CSS is the way to go.

I started off using Microsoft Frontpage for mine, but ditched it in favour of editing the html. I'd advise finding a template from somewhere and then working from that- I for one was pleasantly surprised by how easy I found it.
