Google ranking has more to do than page rank, but page rank is just on people linking to you. Google takes other things into consideration, page rank is just 1 of 100s of things, but page rank is JUST people linking to you.

GMT is the time at the Greenwich Meridian in London. Judging by what you wrote and when your post tells me you posted you are four hours behind us (you said 09:50, it tells me 13:50), so you need to click on the thing and then move up the list to select GMT minus 4 hours.
